HDB vs Condo Access Card — What's the Difference?
If you've lived in both an HDB flat and a condominium in Singapore, you may have noticed that your access cards look and feel different. That's because they often are — different buildings use different card technologies, and this affects how they work and how much it costs to duplicate them.
Here's a clear breakdown of the differences between HDB and condo access cards in Singapore.
The Short Answer
HDB flats — especially older blocks — tend to use simpler, cheaper card technology. Condominiums, particularly newer ones, tend to use more advanced encrypted cards. But this isn't a hard rule — it depends on when your building was built and what access system your management installed.
🏢 HDB Access Cards
- Older blocks: EM4100 (125kHz, unencrypted)
- Newer BTO flats: Mifare Classic (13.56MHz)
- Usually plain card with no markings
- Managed by HDB or town council
- Replacement from HDB: $20–$50+
- CopyCard duplicate: from $10–$15
🏙️ Condo Access Cards
- Older condos: EM4100 or Mifare Classic
- Newer condos: Mifare DESFire or HID iClass
- Often branded with building name/logo
- Managed by MCST / management office
- Replacement from management: $50–$150+
- CopyCard duplicate: from $10–$45
HDB Access Cards — What You Need to Know
HDB blocks in Singapore use two main card types depending on when the block was built or last upgraded:
Older HDB blocks (pre-2010)
Most older HDB blocks use EM4100 cards — a 125kHz low-frequency card with no encryption. These are the simplest and cheapest to duplicate, starting from $10. The card usually has no markings and your phone NFC won't detect it.
Newer HDB BTO flats (2010 onwards)
Most BTO flats built from 2010 use Mifare Classic cards — a 13.56MHz encrypted card. These are slightly more complex to duplicate but still very common. Duplicates start from $15 and take 10–20 minutes.

Condo Access Cards — What You Need to Know
Condominiums in Singapore use a wider range of card types depending on the developer, age of the building, and the access system installed:
Older condos (pre-2015)
Many older condominiums use the same EM4100 or HID Proximity cards as older HDB blocks. Simple, unencrypted, and cheap to duplicate from $10.
Mid-range condos (2010–2020)
The majority of Singapore condominiums use Mifare Classic cards. These are encrypted but widely duplicable. CopyCard has done cards for over 80% of condos in Singapore. Duplicates from $15.
Premium condos and newer developments (post-2018)
Higher-end condominiums increasingly use Mifare DESFire or HID iClass cards for greater security. These require specialist equipment to duplicate and cost more — from $35 to $45 depending on the variant.

Side-by-Side Comparison
| Factor | HDB | Condo |
|---|---|---|
| Common card type | EM4100, Mifare Classic | EM4100, Mifare Classic, DESFire, HID iClass |
| Card technology | 125kHz or 13.56MHz | 125kHz to 13.56MHz (wider range) |
| Encryption level | None to standard | None to high (AES-128) |
| Management | HDB / Town Council | MCST / Management office |
| Official replacement cost | $20–$50 | $50–$150+ |
| CopyCard duplicate cost | From $10–$15 | From $10–$45 |
| Duplication time | 5–20 mins | 5–45 mins |
Which Is Easier to Duplicate?
Generally, HDB cards are slightly easier and cheaper to duplicate than condo cards — because HDB blocks more commonly use older, simpler card technology. But the gap is narrowing as newer BTO flats adopt Mifare Classic, which is the same technology used in most condos.
The key factor is not whether it's HDB or condo — it's the specific card type. A Mifare Classic card from an HDB flat and a Mifare Classic card from a condo are identical in terms of duplication cost and process.
