HDB flats — especially older blocks — tend to use simpler, cheaper card technology. Condominiums, particularly newer ones, tend to use more advanced encrypted cards. But this isn't a hard rule — it depends on when your building was built and what access system your management installed.

HDB Access Cards — What You Need to Know

HDB blocks in Singapore use two main card types depending on when the block was built or last upgraded:

Older HDB blocks (pre-2010)

Most older HDB blocks use EM4100 cards — a 125kHz low-frequency card with no encryption. These are the simplest and cheapest to duplicate, starting from $10. The card usually has no markings and your phone NFC won't detect it.

Newer HDB BTO flats (2010 onwards)

Most BTO flats built from 2010 use Mifare Classic cards — a 13.56MHz encrypted card. These are slightly more complex to duplicate but still very common. Duplicates start from $15 and take 10–20 minutes.
