Is Access Card Duplication Legal in Singapore?

It's the first question most people ask before visiting us — and it's a fair one. Here's the straightforward answer.

✅ Yes — duplicating an access card for your own personal use is legal in Singapore.

There is no law in Singapore that prohibits a resident or employee from making a copy of their own access card for personal use. Millions of Singaporeans use duplicated access cards every day without issue. That said, there are important boundaries to understand — which we'll cover below.

What the Law Actually Says

Singapore does not have a specific law that governs access card duplication directly. The relevant legislation is the Computer Misuse Act and general property laws. The key principle is intent and authorisation:

  • Duplicating your own card for personal use — legal
  • Duplicating someone else's card without their permission — illegal
  • Using a duplicate card to access areas you are not authorised to enter — illegal
  • Duplicating government-issued cards (NRIC, EZ-Link, etc.) — illegal

What's Allowed vs What's Not

✅ Allowed

  • Duplicating your own condo access card
  • Duplicating your own HDB access card
  • Duplicating your own office access card
  • Making a spare copy for a family member in the same household
  • Replacing a worn-out card with a duplicate
  • Changing the format (card → keyfob → phone sticker)

❌ Not Allowed

  • Duplicating another person's card without permission
  • Using a duplicate to access unauthorised areas
  • Duplicating NRIC, EZ-Link, or government-issued cards
  • Selling or distributing duplicated access cards
  • Duplicating a card that has been deactivated or reported lost

What About Condo By-Laws?

This is a separate matter from the law — and worth knowing about. Some condominiums include clauses in their by-laws that restrict the number of access cards per unit, or require management approval before duplicates are made.

These are civil rules between you and your management corporation (MCST) — not criminal laws. Breaching them won't get you arrested, but could result in a warning or being asked to return the extra card.

How to check your condo's rules:

  • Look at the by-laws document you received when you moved in
  • Check your residents' handbook or welcome pack
  • Ask your condo management office directly

💡 Most condominiums in Singapore do not explicitly restrict card duplication for personal use. The majority of our customers duplicate their condo cards without any issue from management.

What About HDB Flats?

The same principles apply to HDB access cards. HDB residents are permitted to duplicate their own access cards for personal use. HDB does not have specific by-laws prohibiting this — though individual block-level management committees may have their own rules.

Can the Management Office Tell If I've Duplicated My Card?

In most cases, no. A duplicate access card is functionally identical to the original — it carries the same chip data and will register the same way on the access system. Management offices generally have no way to detect whether a card has been duplicated.

The only exception is buildings that use advanced card management systems that track the number of active cards per unit — but this is uncommon in standard residential buildings.

⚠️ If your condo has deactivated your original card (e.g. after you reported it lost), any duplicate made from that card will also stop working. Always get duplicates made before reporting a card lost to management.
